Saturn moves through the horoscope as much by quadrants as it does through the individual houses. The first quadrant is a fallow stage. It tends to be quieter and focused on self without the responsibility toward others. The second quadrant will begin the process of answering to responsibilities to others especially as you relate to them. The third begins the climbing phase that attains its peak by the time Saturn reaches the Midheaven and then the process of slowing down to a quieter, fallow stage comes back into play.
I’m pointing this out because it still relates to the energies of Saturn moving into a new area that will increase in importance over the next several years. From the fourth house, it may not seem that relevant or important especially if you’re simply paying more bills, making repairs to keep going, or even having increased responsibilities from things you still need to do in your personal life, at home. You don’t, however, have license to ignore the things you need to do in your public life. This period is where the “bricklaying” begins toward keeping a nice balance between your private and public life.
If you’ve had some rough spots in your private life, you’re going to need to worry about addressing those as well so you’re not inundated with one problem after another actually coming at you. Basically, that means, if something isn’t working, either fix it or dump it. This isn’t the time to hang on to anything that’s not effective, useful, helpful or having a place in your life anymore. Consider this period something along the lines of cleaning those overloaded closets and making them actually useful again. Some may say that’s a Plutonian thing, but not necessarily. You might find these things can slip back into your life here and there, and that’s where it differs from the Plutonian version of this kind of focus. Pluto leaves no cracks in shut doors. Saturn will.
I’d be inclined to call this transit your TCOB because that is what you have to do: Take Care of Business. If you don’t, rest assured it will come back to haunt you some years down the road.
Hope that helps.
The most common expectation with this transit is that there will be some family commitments which will tie you to the home and family, and that there may be some issues to resolve with father figures or authorities.
All transits simply act as background influences until they make a mathematical aspect to another planet or angle ie: Ascendant and Midheaven.

“This marks a time of considerable inner "re-working”. In terms of outward signs of achievement, this transit may be the most unremarkable of all the Saturn transits. However, near the end of the transit, and certainly later than that, you will recognize this stage as a critical one in which you made some life-changing personal and psychological advances and developments. During this stage, you are working on solidifying your identity, exploring your roots (where you came from), so that when Saturn begins its transit through the fifth house, you will be ready to differentiate yourself from others and embark on some important work on your ego. For now, however, you will face issues surrounding your attachments to the past. Sometimes this manifests as literal re-organization of your home. Moving house is not associated with this transit as it would if, for example, Uranus was the transiting planet. If moves are made, you might encounter some resistance in yourself. This is not a time when you feel particularly brave in the outer world. However, reorganization in your home, and more importantly, in your soul, embodies the true nature of this transit. Many will go through a major “spring cleaning” inside. Limitations that came from early family conditioning will be brought to the fore. At first, there may be some frustration with your life to date, and how you have limited your opportunities because of early conditioning. A feeling of being alone and unsupported in life may dominate the early stages of this transit. Sometimes, delays and slowdowns are experienced in the areas of health, mobility, and career. As Saturn moves closer to the fifth house, a feeling of some kind of mastery will empower you.“ http://www.cafeastrology.com/saturntransitinghouses.html
